Scarlett brings over 20 years of financial services experience in banking and brokerage to Spinnaker clients. She offers expertise in the areas of retail payments, operations, policy application, process improvement, risk management, regulatory compliance, testing and controls, research and analysis. Her strengths include innovative thinking, fearlessly identifying and addressing operational risks and opportunities, developing strong relationships with key stakeholders, and creatively solving problems efficiently, cost-effectively, and collaboratively.

Scarlett’s senior management role in Treasury and Payment Operations at Capital One included process improvement, project management, enterprise and operational risk management for three areas: ACH (moving billions of dollars daily), account onboarding and maintenance, and the P2P set up of Zelle, resulting in successful annual audits.

At the Federal Reserve Banks of Atlanta and Richmond, Scarlett’s expertise in retail payments for existing and emerging platforms included projects on the development and implementation of policy, regulations, and research focusing on digital platforms, payments risk and fraud across the financial spectrum, understanding the needs of merchants and consumers, and identifying underserved populations and barriers to financial inclusion. Scarlett served on the U.S. Faster Payments Council and she partnered with the FTC on their “Stop Senior Scams” program.

Scarlett graduated from Virginia Commonwealth University with a PhD in public policy and administration, focusing on women’s investment behaviors. She also holds a master’s degree in public health from VCU’s School of Medicine. Scarlett loves bookstores, local history, long walks, and spending time with her family in the Richmond area.
